Putting it to Californians
Findings do not decide anything. The Legislature that commissioned them can put the question to voters, which is further than any previous campaign reached.
A commission report is a document. Turning it into a decision requires putting a question in front of Californians, and after the Resolution that route runs through the same Legislature that received the findings.
1. How the question reaches voters
The Legislature can place a measure on the ballot itself. That is more ordinary than people assume: of the 14 measures certified for the 3 November 2026 general election, five were placed there by the Legislature.
California Secretary of State, November 2026 ballot certifications.
2. Why this follows the commission
The route requires the same institution that would have received the commission report to act on it, which is the whole logic of sequencing this after move 2. A Legislature that commissioned an inquiry and received findings is in a materially different position from one being asked cold.
That sequencing is the strategy. The Resolution comes first, the findings come from it, and the question reaches voters through the body that asked for the work. The Resolution, with its current status.
3. Where the last campaigns died
Not at the ballot box. Long before it.
Earlier California independence measures were cleared for circulation and then failed to gather the hundreds of thousands of valid signatures a petition drive requires. The history is precise: the idea has never been rejected by California voters, because it has never reached them. What happened to the last campaign.
That is the reason this movement asks the Legislature for an inquiry instead of repeating an attempt that has already failed on that ground.
4. What a commission report changes
It makes the legislative route conceivable, because the Legislature would be acting on work it commissioned rather than on a movement’s say-so. Findings it asked for are findings it owns.
What a report does not do is decide anything. The Legislature may act on it or set it aside, and no resolution can bind a future one. What happens when the commission reports.
5. What moves this
Nothing about this move is actionable today, and that is worth saying rather than inventing a task. It becomes live when move 2 produces findings.
What is actionable now is the capacity that would make that route possible when it arrives: the list, the districts, the organization. Move 1.
